Neither of these figures do much for me.
The T-Rex always seemed out of step with some of the other MIMP, especially the first series. The T-Rex is a dinosaur while the others were fictional monsters. That's why I feel like the figure almost has a Godzilla-like look to it – which ultimately hurts it. It looks like a Godzilla/T-Rex to me. Plus, what separates it from other T-Rex toys? A kid might like it, but just as much as any other T-Rex toy. The saving grace for this figure? It's a dinosaur. Kid's love them, which means it has automatic playability and would probably appeal to boys or girls.
Boaconda hit it on the head, this figure has all the trappings of the 90's. But I still see him as original, for better or worse. I also like the odd coloring, 90's or not, it is a bold choice. The sculpt is pretty nice too. The black paint covers it up but it looks like there is a lot going on, and I really like the sculpting on the shoulder pads. This might not have the mass appeal of a T-Rex, but I'd expect most little boys to have no problem playing with this figure. He's mean and ugly with two guns – he's an automatically expendable bad guy.
So my vote goes to Janitax. It's not the best LRG in the world, but his uniqueness gives him the edge. Without toy creators/manufactures taking chances we probably wouldn't have all the figures we love.

...but my all time favorite, and one I think should have been put in the contest is Plutor.
