I think it's Ataru, or at least I hope so. Though the evil presence and his way of standing there like a jerk reminds me of Phoenix when he first appeared on here.

So Thunder's mom starts acting nervous when he tells her that his mane keeps growing and asks why she does not have one. She says that maybe he looks like his dead dad... but there are no pics of him.

He then shows her the horn that has started growing on his head and she completely freaks out and abandons him...

Hmm any old baddies you can think of with a mane of blonde hair and a horn on their forehead...

What confuses me is that bb!Thunder doesn't appear to have his Time Horn thing. It could be the horn that was growing, but Chaos (in his flashbacks) looked far younger than Thunder, and had a fully formed horn so IDEK.

Another reason Phoenix may have returned is so that he can see Mantaro do the Muscle Spark so he can get a head start on learning to reverse it.

Only after a while, and it was only the first part. He can avoid it entirely by getting a head start and also perhaps find a way to reverse the second part of the muscle spark.
