The one who threw the rod was Ataru, he had the same wristband and no tattoos, but I believe BOTH of them are there, because it shows that one who's standing at on the cliff near the end too.

Power levels in Kinnikuman don't work like Dragon Ball. It`s been proven on numerous occasions that chojins with lower power levels can defeat chojins with much higher power levels. That being said, it`s not necessary to know what Thunder and Lightning`s chojin power levels are; they`re just a VERY formidable team.
