The blurb on the back of the package is a bit confusing. And I can't find any other information about these guys. Apparently this is their only iteration in the Marvel Universe. Anyway, so is "Solar Silver Surfer" a villain or a gone-bad version of Silver Surfer? And I take it that the Draconian Warrior is a sort of bad-guy minion? He is riding along with the Solar Silver Surfer after all. Anyone know?

I scanned 13 episodes from Season 1 on youtube. Season 2 was never released -- so I guess these are both characters that were going to be in Season 2.

Mattel can give Batman a million goofy-ass, neon-colored variants and no one bats an eye, but this Silver Surfer is confusing? It literally explains the alternate color right there in the bio. 
The 80s and 90s were filled with alternate variations of major characters so you weren't literally releasing the same single figure over and over. This is just another in that long line.

The bio says that he is reflecting sunlight as camouflage. Yet he looks pretty menacing in the image. AND he is riding with a character that the bio describes as seeking to destroy Silver Surfer.
My guess is that Solar Silver Surfer is Silver Surfer corrupted, some kind of evil counterpart (evil twin trope or evil knockoff trope), or some example of what he could have become with some change in the backstory.
None of this is clear reading the package bio, looking at the toy, and looking at the artwork alone.

It's just Gold Surfer the champion of the 1998 Galactic Surfing Games held on Andromina.
Silver Surfer came in second, as always.
