The Bug eyed guy is from GooseBumps It came in a bag of slime which was very similar to the ones The trash Bag Bunch came in only larger I think its meant to be a librarian.

At least two of those pirates (on the right) are from the "Pirates if the High Seas" line. I also see a couple MOTU knockoffs, but I don't know enough about those to make an ID.
