I've searched M&M playsets because that seems the most obvious, but no luck...

can anyone help me ID this mystery set?

Are you sure this is a M&M thing?
They don't appear to be shaped like them, and the trademark "M" on their chest is missing too.
Is it possible you've just come across some KO stuff here? Is there a maker's mark anywhere? If this is a legitimate product there will likely be some kind of mark on them.

Yes, they're not M&M branded, I just thought they looked a bit like them...
there are no markings at all which makes it even more confusing.
They do appear to be good quality though, solid plastic and strong parts...

I obviously can't say for sure, but I do feel confident that they aren't M&Ms for the given reasons.

I found this stamped on the back of one, and only one, of the figures:

Ref.97115 1213 1302611 007

The stamp leads us closer to what these are. I Googled the entire stamp and it led me to a company called Miniland New Concepts. They make educational toys for kids to help development. But I couldn't find this specific toy. Maybe because it's 14 years old.
