What is this little bugger?

As you can see it is smaller than a MUSCLE. But, it is made of soft rubber and flexible like MIMP.

It has a military look with a helmet and bullet straps around both arms. The boots are kewl!! They have keenly sculpted lugs and straps. The mouth reminds me of Trapjaw (MOTU). These details probably won't show up in these images.

Finally, on the rear are two large bullets/missiles.
My first thought was he may be from a Mighty Max set. But I looked at some of those on Ebay and he doesn't seem to be of that category.
So I've resorted to the best resource I could think of. You guys & gals!
Sorry, I got the sets of pics switched around. I meant for the top two to be where the lower two are. I know you all will have no trouble figuring it out though.

he looks like one of the g.r.u.n.t.s. i think they are called. kind of wierd mutant military dudes with wacky armament. don't know for sure tho. it looks really familiar tho. good luck with the idenification
