I was thinking as well that it sounds like Remco, specifically Snakeman from the Warrior Beasts line. Gecko might also be a contender, but the weapon is wrong. Here's a page with some pics and info (warning the site can be cranky) Lost World of the Warlord/Warrior Beasts. Also, here's a picture of Snakeman, who looks like he matches your description pretty well.

This is the guy. I had him as well. Mine did come with the black, meat-cleaver-knife weapon. He also came with two different types of tails. one was more snake-like and stood out more so the toy was not well balanced. I had the more aligator-looking tail. My figure is long gone as those Remco leg/hip joints were the first thing to break on these guys. The Warrior Beasts didn't always have the same weapons in the packaging. My friend had the snake tail type with the siver dagger and ax.

Hmm, I must have lucked out, my Gecko is still in great shape, though his staff is gone (NOT my fault.) I love this line and if anyone does have any they want to get rid of, lemmie know
