Can anyone recommend some toylines with articulated figures, preferably under 2 inches tall?

How much articulation are you looking for? Your best bet are pilots to small vehicles or micro playset In my minds eye I can see a pilot that bends at the waist but for the life of me I can't remember the line. Tmnt has a micro playset series where Ithe figures are maybe an inch big and I think both legs and arms can move, but arms are connected to each other, as are legs. If you go a little bigger, you can hunt down some mega bloks figures which have loads of articulation, these might be 2 and half inches though.

There is an awesome towline - whose name escapes me.  I think it had Power in the title. Mid to late 80's.   But they were constructor type sets of futuristic space ships etc... and they came with these little one inch articulated figures.  I've brought them up on the forum before - and we figured out what they are... but I have now promptly forgotten.  They would be an ideal size for what you describe!

There are some Glyos figures in this scale (most are larger) - check out Banimon.

Walmart has MegaBloks figures packaged seperately without the building blocks. You can get He-Man,Skeletor,Xenomorph (Alien),Marine (Alien),Picard,or a Borg. I have He-Man,Skeletor and a bunch of TMNT characters (which are blind bagged) and I can't imagine a better small action figure.

I can't believe I forgot about Rise of the Beasts - they're a bit large at 2.5" high, but they're made by Jon (the owner of this site) and are quite cool: LRG store

How bout Men of Medal? They were a series of articulated mini-action figures from the 80s (or was it 90s?) Each figure came with a clip on badge the figure could sit in. Pretty sweet...

The pilot for Armarauders robot is just under 2" and is 'super' articulated. Current Diaclone pilots are just over an inch 28mm with plenty of articulation. In 40mm scale (about an inch and a half) the Disney Atlantis Battle-builders are seldom noticed but have articulated figs with a real steampunk look. Older lines like Capsela Space Link are similar scale to current Transformers Titans Return pilot/heads.

Forgot to mention the guys pictured in my member-photo to the left here (Transformers MP-10) Spike and Daniel are exactly 40 mm PVC articulated shoulders, knees & hips. Also just remembered some of the commander figures from European line Atomicron are same 40mm 1.5" and finally, how about 90's WAR Planets by Trendmasters (which lead down a long path of articulated micro figures like Galoob's Action Fleet, Star Trek Innnerspace and Strike Force. Quite a few of the Mighty Max figures had single swing joints in the hips or swivel arms too.

Agree! And a relative unknown that deserves better coverage. Not sure where they stand on further releases, it has been a long time, possibly too long now. They had plans for a multi pack pilot release in various colors, which would have been great, as the tiny pilot is one of the best executed figs (at any scale) imo.

Ah yes! Even though ROTB (Rise of the Beasts) are over 2", the detailed features/sculpts play well across several scales; I use them as bigfig characters and monsters among my 40mm/1.5" people; these are brilliant articulated minifigs.
