Pocket Screamers. New ones come out every year and they have been popping up at CVS, Spirit Halloween, Walgreens etc since the early 2000s. Some really cool ones out there but the recent ones have all been 'edgy' trash like demon babies and such. Early ones were great and felt like 80s Halloween toys and these mid-era ones all had troll hair like the two you have here.

These two Monster figures each hold (3) AG13 Cell Batteries,

though either the speakers are now non-functioning or another device activates any sounds.

Any ideas on who/what these creatures are?

Wonderful!  Thank You for the information.

Now would you know if they are to be squeezed to make sounds?  That's my presumption.

If that be the case then the speakers are no longer functional, as I've installed new batteries and have tried squeezing with no luck.

But, at least, they are quite interesting looking.

Your insight directed me to the Pocket Screamers website (very comprehensive) which identifies the figures as Blacula (2009),

& Gary Gutslurpage (2006).  Unfortunately these two no longer function, but still do look quite creepy.
