Was every single kinkeshi made in the soft eraser-esque plastic?

or were some produced harder, closer to M.U.S.C.L.E?

All 418 Kinkeshi were released in the softer rubber, although the later parts changed their rubber slightly. Part 29 was re-released in the '91 serier rubber that is firmer and glossier.

Keshi rubber changed a lot from the 80's into the 90's, from typical eraser rubber to the glossier firmer rubber. Its typical to find series that were released on the cusp to be released in both types.

Like Eric said, All the 1991 series onwards were released in a glossy, slightly harder rubber - close to M.U.S.C.L.E. as you can get :)
