I am looking for a set of Star Wars toy soldiers that was released in Japan as prizes in a grocery store promotion for the movie The Force Awakens.  The set is Vader and Stormtroopers.  They come in a mini Deathstar.   Here is a link to an artical that has all of the information I have been able to find out abou them.   https://www.toy-people.com/?p=30662

To be fair, I have not talked with him.  The site sends me to Amazon Pay to finish and Amanon gise me an error and says no shipping to USA.

Mandarake is probably the largest second-hand collectibles store chain in Japan, and as many packages of mine would attest, they absolutely ship internationally. I know nothing about the Amazon Pay option, though, so maybe trying to use that has led you astray. Create an account and check out that way, ignore the Amazon Pay option as that's inevitably linked to Amazon Japan and if you don't have an account through them, probably your source of issues.

I second what Baltan said. I am in the US and I have made tons of orders from Mandarake over the years. It is a lot easier to order from Manda than it is from Yahoo JP, because you don't need a proxy. They have no issue shipping directly to US customers.
