it looks like one of them mini keshi based on famous villains or monsters....maybe its norman bates......i really have no clue about those lines thats my best guess!

its a horror world keshi figure, all are universal monsters.
they are worth between $4-$6. one guy on ebay is selling them for 5x their worth.
