This guy is Marked "Russ" and "China" but i cant find anything on it. Any idea what it is or what its from? year?

He soft and rubbery, arms jiggle back and forth.

Well the Russ is undoubtedly short for Russ Berrie, a company established in the early 60's buy a man of the same name. They specialized in small toys and trinkets. They manufactured all sorts of stuff including the trolls of the 80s and 90s. They also made and distributed all sorts of pencil top and finger puppet jiggler figures.

Couldn't tell you when, where or why but I could imagine this sitting in a small bin or box next to a cash register at just about any pharmacy, small grocery store or candy shop in the early-mid 80s as an impulse purchase for shoppers. Not much different than where and how you would see similar items displayed and sold today. It's possible it was packaged with a couple others and sold that way... similarly at pharmacies, 99cent stores or department stores.

My avatar is actually a Russ Berrie figure as well. Shows how diverse they were in the items they produced.

Yeah, I had/have the same one in blue, although I think I tore the arms off as a kid. I'd say 1989-1990. From one of the many assortments of rubber finger puppets and pencil toppers that Russ produced.
