Why is the Disgustings Tribe the only tribe with fewer than eight members? And likewise, why does it lack the normal Chief/Scout/Spy/Messenger entourage even though it came out apparently after scouts, spies, and messengers were all determined?
Just kind of odd. It's like how ALL of the jokers/pranksters peons were retired and replaced at once.
Why Are There So Few Disgustings?

The Freaks also have just 7 members too, don't they?
So far as I can gather, the chronology is like this:
The first wave of the original 6 tribes were released, with 6 figures each in them: Clumsies, Freaks, Greedies, Jokers, Tough Guys, Rude Dudes.
Then two new tribes were released: Army Guys and Disgustings. These had 7 members, as they included the new scout. The old tribes were also given a scout, so by now you had 8 tribes each with 7 different members.
Finally, the Freaks and Dsgustings were discontinued , before Messengers were introduced. The Medievals, Prehistorics and Samurai were introduced. All the old tribes got a new messenger, and some got other new members. Jokers was renamed Perilous Pranksters.

The Tough Guys got a new chief as well, just thought I'd add that bit of information to Strontium's nice, accurate summary.
