Weird space duck ... by Seven ?

Got this in a bag at a charity shop.

(I spotted a '79 Schleich Muppets swedish Chef in there!)

I enjoy identifying and I know the rest of the figures are just modern and/or happy meal toys that can just go back into charity...  But this?  what the hell is this?

I'm guessing he's modern too (from the aesthetic) but I don't know how to search him up.

He has the marking  '  SEVEN  '  on the back, which I don't recognise.

He's not a space duck at all but some merman geezer in a scuba suit with a harpoon gun and a slice of bread stuck to it!!

Anyway... he's weird.

Thought it worth an ask... he's probably from a movie I've never seen or something.
