I have a buddy going to japan for a vacation. He is going to hunt down a few battle beasts. He just wants to know if there is any places he should look that are known for battle beasts or laser beasts? Thanks for any recommendations.

I don't know where, but he should definitely only focus on getting as many Laser Beasts as possible for as cheap as he possibly can there.

Mandarake in Nakano Broadway is a great toy store, as is The Mandarake Shibuya Store, but don't expect to get any great deals there.

I'd echo this, and considering they also post storefront items on their webstore I wouldn't expect to see many figures at all. And while Mandarake prices for LBs are typically more reasonable then western prices but not what I'd call "cheap". Outside of speciality stores that know the general value of the figures (in Japan anyway), I wouldn't get my hopes up on finding much. Thrift/antique stores aren't really a thing there, and the ones I did find on my trips to Japan didn't have much at all in the way of toys.

To get the best deals you will have to find some Flea Markets/ Swap meets. They are outside of the bigger cities though, and I can't help much more than that. I have friends in Japan that get most of their collection and resellable items from these, they won't share info on where they are though.

I went to all the Mandarake locations in Tokyo last summer and there was about 7 Beastformer/Laser Beast items in total.
I bought 3 mint Boxed beasts for like $10 each.

(Nakano only had like two loose LB's with no Lasers and a lot of paint wear)

Dident see anything else in any of the other toy shops I went it.
