I know this is a Cyborg action figure from Teen Titans. I believe the date is 2005.

 

I'm trying to determine the actual name of the set or the figure when his right hand has been replaced with a shooter.

That's very close, but this one doesn't talk. However, the arm can be swapped.

couldnt find any better pics unfortunately,  but looks like it was single carded.  looks like it is the best match with open mouth,  closed fist with hole on left hand,  and optional right arm gun in 3.5 inch scale. Hope this is the one!
