Isn't he from Toonsylvania? It was some comedy cartoon by Warner Bros. in the 90s...I have a larger full-on action figure somewhere. Don't know his name.

Came with a biker mice from mars playset that was more or less a mutation chamber put a figure in one side and one in the other close the doors flip the switch and they change out, still have mine and recently got it working again.
