My opinion- but I'd say they are for people that do not buy and sell, but still need to be trusted and liked. Someone with bad rep points would not be taken for their word, as someone with all or tons of good rep points will be listened to, advice taken from, etc...
The little up and down arrows on the right of the posts with a number to the right of them- that's how and where you give rep points.
Give them when you like a comment, trust the advice given in post, agree with the post, etc.
I just gave one to you for wanting to learn about the board! And maybe now, you give me one for helping answer your question

But this is why the rep points should never really be taken all that seriously. Rubberhammer is an absolute dick never to be trusted.
Just kidding.
But seriously, rep points are given from other people for sometimes just posting a funny video, comment, etc. They're not necessarily an indicator specifically towards good members or bad members, (or more importantly, who you can trust). It just shows that that person has contributed to the board and people like what they post. And again, while that generally shows that they're not total d-bags, it definitely doesn't prove trustworthiness.
TL;DR: points are just points.
