Looks like a bootleg of one of the the bosses from Megaman(not sure) ,

Great! Thanks. It looked familiar but couldn't place it. It is in great shape and good rubber, just has unclean edges and no markings.

Not to be contrary, but I would guess it's a boot from Dragon Ball. It's a dead ringer for Oolong's robot transformation.
