i had this same KO when i was a kid. the same company [whomever they are] made a couple of Godzillas as well. one was brown and the other was blue.

The Company was called Imperial.
They made 2 sizes of Godzilla. One in 5 inches and one in 12 inches. I assume the same is true of Gigan. I've seen one recently I think...in a local toyshop. I need to re-check. I have both a 5 inch and 12 inch Goji. The 5 inch Goji I got had a tag around its neck with poster art from Godzilla 1985.

Imperial has a visible trademark on all their figures that can't be missed. A lot of companies have imitated their style and ripped off or modified their sculpts over the years. If "Gigan" doesn't have an Imperial stamp on his foot or anywhere else, it's probably not by them.
In any case, the "pre-cyborg Gigan" and the accompanying "Godzilla" with the shark fins are unlicensed figures that have been around for some time. The shark-fin Godzilla is definitely a modified version of one of the official Imperial Godzillas. I've seen the Gigans in stores as late as the days when KB Toys closed its doors, and may have encountered them a couple times since in various TRUs but can't confirm that.
