I know this is Chase and Rubble from Paw Patrol, but I can't discover why these figures have the things on their backs. Looks like they would be something you might hook with a toy fishing pole or a crane? Does anyone please have an idea? Thanks for looking.

The Paw Patrol toys are kind of like Power Rangers in that each new generation has a new theme... if you can figure out the theme to this specific one, you will probably have an easy time identifying them. For example Paw Patrol Sea Patrol or Paw Patrol Mighty Pups Charged Up!
