From some reason it reminds me of the movie Robots (animated one from 10+ years ago). Try googling and see if they had any playlets front that movie?

Ah-HA! Thank you! i'd forgotten all about that movie...
The bottom is the Chop Shop playset, and the top looks like it's half of the Pod Escape playset.
