A buddy of mine has this fig and asked if I knew what it was, and needless to say I don't.
Any ideas? MUSCLE sized and only marking is 'HONG KONG'

Randommadness is correct, it is a Super Sentai bootleg, most likely from a vending machine.
I have never seen a painted one, though. Only mono figs.
