I saw this guy and thought he was cool, unfortunately I'm not sure what series/number or even if he is a muscle figure, I don't own him but I'd like to.

kinda, its from the original Japanese series (Part-28), it was never released as a muscle other than an oddity (1-off super rare). Its fairly common in japan, but being a later released figure it will run you around $20 for a colored version and $30+ in flesh.

A reissue fig would be cheaper than an original.
