From the 1993 Galoob Toy Fair Catalog. I stumbled onto this on ebay, and tried finding others from around the same time, but it seems this is the only one with them in it.

While I've had no luck finding any more useful information, I did come across this expired ebay sale. It has names for some of the other ones.

Yeah! Tell me about it!!!! Lol I've contacted the seller to see if he has more (which I doubt) or if he knows where I can get any.
Did Hasbro get back to you about these? I've looked up the name of the line on the web, The only results I get when I enter sucia-pandilla are those pics we already got, I tried dirty-gang which is the translation, and nothing came up. Either there's no info about them or they were not called that... Also they're selling one of them here right now:

But it's totally busted, not worth it at all.

Hasbro did get back to me, and said that they don't have records that far back for Galoob.  I know they usually liked to make names rhyme with toys like this (like Galoob's Spew Crew line), but I can't guess what it might have been in English. The search continues!

Sure bud! We already know that these were available in Spanish, German and French and of course English. In Spain they were distributed by famosa/famoplay... I could write them but I don't think they'll be able to provide me with the original name which is what we need right now... Also when we learn more we should create a page with all the info, maybe on wiki?? I don't know how that works, never done it before but it'd be cool
