I believe Anderson was a vending machine company once upon a time. Perhaps they branched out into bootlegging foreign toys as well, though a solid deka-sized figure would be too large for most dispensers, unlike the extremely flexible and hollow thumb wrestler dekas that could be stuffed into a large capsule. 

 

It was also a common practice to put toys on the display cards that were not actually available in the machines to entice customers. Perhaps figures like this were made solely for this purpose.

 

The number on the back implies that at least three others existed in this series, which makes you wonder what others were copied.

 

It looks glossy in the pic, almost reminiscent of M.U.S.C.L.E. material. Do you know if it is firm or softer like a deka?

Also, there is a UK-based company called Anderson Wholesale that makes and distributes party favor-type toys. This could possibly one of their old products, similar to the Strong Men that were released by Unique.

Someone on FB owns it, he said it's rubbery, similar to kinkeshi.

He is from Buenos Aires, Argentina.

A South American bootleg is also a possibility. Boots of standard Kinkeshi size have shown up for sale as recent as a few years ago, so it is not outside the realm of possibility.

 

Anderson is a province in Argentina, so instead of a company name it could be more like the HONG KONG stamp so often found on Chinese items produced/distributed through HK.
