I made a post about this a while back concerning Rainbow Sam and Fly Sailor guns I have with similar numbering stamp differences. Didn't get anything solid, but my speculation is that you're just seeing different production runs, possibly between Japanese/Western releases. This would explain why it's only been observed on the lasers for lower-12 beasts so far.

found the thread. it was actually just a post I made in this older thread about BB/LB weapon variants. there's a pic of my Sam guns there.

Edit: and it looks like CCVegita did confirm that the lower-12 thing is the case, if you keep reading in the thread.

I never paid a lot of attention to the LB weapons, but just now realized TB's gun is a giant ass revolver!

I believe the larger numbered versions are the Western releases. I have a boxed Zarganian that I got from Japan with the laser still taped to the card, and iirc it has the smaller numbers
