It is a Lucky Yuckies vending figure, which are bootlegs are GeGeGe no Kitaro keshi.

What do you guys think? It's soft rubber... Hong Kong on the back. I'm most familiar with muscles in general - this doesn't match one of their sculpts.

I got into a bit of a thing w an EBAYER swearing it was a rare muscle figure lol... In the end he took care of everything properly, but still it's nice to know what it actually it.

No problem! Maybe they got it confused with the MUSCLE/Kinnikuman Drunken Master, which is also a short weird looking dude holding a staff. Still, they should know what they are talking about before they swear to anything.
