Those were made by Durham Industries around 1983. They came in bags and in a playset called the Fantasy Fortress. Six figures total in red and blue.

Trying to figure out what these guys are, here is what the seller said in the description.
"These were some of my toys i had as a child-i know they are from the 1980's and vaguely remember purchasing them at a Child World store way back when..."
