Picked this up in a flea market the other day. I'm thinking he's some sort of Ultraman monster? Not sure.

He's about 3 inch tall. He's made of squishy rubber material and is fully poseable. All his parts can be taken off (feet, arms, fins on the back, head).

The only thing it says under his feet is E. China 2008

That is Gloker Bishop, a robot antagonist from the film Ultraman Cosmos vs. Ultraman Justice. That particular figure must be from this High Grade gashapon set (I don't recall which number, there's dozens of Ultraman High Grade sets):

Na, but I'm glad you knew what it was. I had no idea, never occured to me to be a Kaiju. I was using all my mecha references trying to find it. That's a great figure, and quite an odd Flea Market find. Though there is a lady that has been bringing tons of Japanese figures and Kaiju to my local FM for a while now. But she is asking pretty steep prices, and I don't know enough about them to try and invest in any.

I had a gut feeling it was related to the Ultraman or Godzilla series.

Find a way to take pictures of her tables, or at least more descriptions than "tons of Japanese figures" and I bet I could tell you how worthwhile they are.
