Do some eBay sellers actually want to sell their items?

1) A guy stating in his description that international bidders are welcome, but message first for a quote. So I message him (twice) asking for a shipping quote for combined shipping on two figures - he hasn't replied to either message.
2) I make a couple of 'Best Offers' and get rejected quickly - so I message the seller asking what price they actually want - it turns out they want the nothing less than a few pounds lower than the BIN price. So what's the point of a Best Offer option?
3) I ask a seller to provide some more pics of a large mixed lot that has only one blurry pic. I get told 'What you see is what you get, if unsure then please don't bid.' Cheers!
4) I see an interesting little lot that has a stained figure amongst it - the description doesn't declare this, so I message the seller asking what's what. They confirm the staining and say they forgot to mention in description. I ask if they will consider a lower offer due to the staining, they reject it. Then, they still fail to update the description.
Good ol' eBay

They wouldn't do these things over & over if they failed at them repeatedly, so who is falling for these tactics?
I always at least check Amazon & the Google shopping tab before I buy anything.
Granted, there are things like vintage tous that are harder to price out this way, but there are also active trade communities like this one all over. Make an account, ask a question, bid tomorrow after you have a reply from the community.
It's so easy to NOT get ripped off online.

The other one I like is posting on Ebay "Like MIMP" or just throwing random toylines into the title for more hits. Always grinds my gears.

I have seen sellers selling their garbage for 5x what it should be, so what I do is after they tell me that they sell at this price often is offer them the same item at half of what theyre asking (still overpriced) stating that if they sell at that price often then they should jump at the deal im giving them to double or triple their profit by re selling it...I usually never get a reply...

People use MIMP to stand for Mint In Mint Package (I think) and it floods the search results.

Being an ebay seller, I will defend the other side a little.
There are times when people interested in buying stuff from me claim it's worth a super low amount but are clearly bullshitting to get a deal. But that being said, any seller not willing to have discussions or negotiations with potential customers is a goof.

Yep you're correct in that some grade A chumps use this 'tactic', but me personally, I throw honest prices at them and still get nothing back. An example, linked to one from my first post - I make a MUSCLE offer based on 40p per figure in a large lot, which I think is price accurate. I get a message saying 'I often sell them for £3.50 each so know you're lying to me.' Trouble is, some idiot will always pay over the odds on eBay, so I feel I'm always fighting a losing battle.

This is sadly one of the downsides of collecting. Demand goes up and so does price with some stuff. At least MUSCLE and keshi haven't gone completely bananas like retro video games have!
There are still good deals to be found out there though. The hunt is half the fun. :-)

I have a bit of an appreciation for this tactic, although I certainly have seen it abused. There have been a couple auctions where I've seen stuff listed as "like MUSCLE" where I would have NEVER come across the auction otherwise. And they weren't muscles at all... just more or less LRG's. However in hindsight, putting the word MUSCLE in the auction led me to find it - and I was actually quite happy with the purchase.
But yes, I have seen it abused where they will throw 3 different toy lines in the description. Just TOTALLY fishing.

I find that it just fills my searches with crap I am not looking for. The ones that interest me are usually the Argentina ones that are mislabeled as MIMP but are really some other weird, fun toyline.
