Toy soldier size.  The seahorse is marked "Proteus" and "Made in Hong Kong."  The rider has KOP on his back.  No date.

I am going to take a guess here, and say that this figure was probably thrown from a float at Mardi Gras.

The "Krewe Of Proteus" is one of the older parades held during the carnival, and have been known to throw all manner of merchandise into the crowd during the festivities.

In the past they have thrown everything from Proteus coins, and lapel pins, to plastic tridents, and stuffed animals, as well as the traditional beads with all manner of things attached.

Only a guess, but it is all that I can come up with.

This figure has been driving me nuts, by the way.

It looks just like the captain, too. I'm going to have to agree about it being Krewe of Proteus.

That king has a very unfortunate sprue placement.

Is the king supposed to be sitting on the hippocampus's back? I'm having trouble wrapping my head around that lower body sculpt.

Thanks much.  The seller said that the king was attached to the back of the seahorse but broke off at some point.   I never would have even guessed at a Mardi Gras connection.  Now I wonder what other Mardi Gras figures are out there.
