Battle Beasts are in the picture for scale.

No markings, the arms move like Battle Beasts.  The button in the belly spins the chest graphic.  There are 2 small Phillips screws in the back and the green plastic seems identical to the kind used for the deer stalker chariot.  There are small stickers on the chest and forearms, and the appearance of sticker residue on the belly button, helmet, and back.

Because this thing has no markings, I have no idea if it's vintage or not.  So far, from facebook groups, I've gathered, somebody remembers these at 90s birthday parties, and another guy purchased 3, in other colors, from a Japan Surplus store earlier this year.  Any further information will be appreciated.  Thanks a bunch.

Can't help you on the toy ID, but...

 

Although malfunctioning, pressing the button in the belly spins the chest graphic to either a picture of; a high five, a peace sign, or a revolution sign.

 

Rock paper scissors.
