Made of a farily hard plastic. Seller said it was from DeAgostini's Kronox series and I know that can't be right. His right foot has white letters that say "RCS" and his left foot has the number 16.

I was certain I had seen this figure somewhere before, but then I realised it was because it's the very same figure that has been coming up on my Kronox eBay search for months!
However, I took a closer look at the pic, and I think your figure is wearing boots, socks and shorts with the number 1 emblazoned on them.
That jogged my memory about that obscure Italian soccer-themed figure line AGE (Amazing Goal Era) that was discussed here a few years back.
I have thus far been unable to find a picture of your specific figure, but BoardGameGeek confirms that Age was published by RCS Media Group, so I think that pretty much solves it.
EDIT: I found the official AGE website and that gave me the identity. Your figure is Viktor from Series 2.
