Yep, it's the Battle Beasts vs Laser Beasts tabletop game. In addition to the vinyl playmat it also includes a few cut-outs of figs ( White Leo, Big Serou, Shool, and Tiger Burn iirc) as game pieces.
And redjar is correct the "combat" element appears to be very much like origami sumo
I have one of these sealed in the bag (like this one) and also a spare vinyl playmat on it's own that I previously had in a poster frame (it's standard 24x36 size)
Years ago WhiteLeo posted a translated version of this, it's still somewhere on the boards.
