Nathan's MUSCLE Blog says his name is Aiansuetso Kita Chojin, which translates to "Chojin Wearing Iron Sweats".

I'm not sure if this question has been answered before, but did this character ever appear in the manga and/or anime, and if so, where?

It might be in the anime, but he definitely is in the manga (chapter 247)
