So for most of the 70 something battle beasts that I have collected, very few are the quality that you collectors probably have in your collections. I have some doubles and triples from buying lots. If I were to pull aside the best of those doubles or triples to start a collection, which are better for a collection between no rub, non working rub or paint loss? I would think best paint. I know about the replacement rubs so I'm just curious. Thanks.

I would argue that paint matters most. You can replace the rubs, or even have figures with out rubs!

Yeah, I'd generally agree. "No Rub" tends to offer a discount of about five bucks (Canadian; probably less in the US), but paint loss is a much harder thing to ignore. Though I'm decent enough at painting and color-matching to make up for that (except for that freakin' Anteater and that weird green :)!).
