Shooting from the hip they look like dollar store Power Ranger knock-off figures. The face on the one on the right looks similar to some of the other figures you posted.

The dude on the left looks like he has some parts from the bootleg Sectaurs line Insect Man.

And sure enough, I google Insect Man to get some pictures for you for examples, and found this:

So is the black one is a bootleg Power Ranger or Sectaurs?

And yes, I hadn't noticed the face of the yellow guy is very similar to the other figure I'm trying to ID, thank you! :)

He is definitely a bootleg of a power ranger, using the body parts of the already-bootlegged Sectaurs. Very likely the same company that made the Sectaurs boot, made these Power Ranger boots and wanted to save on tooling.

Here they are next to each other and I'm certain they are from the same line. The face and hand, body shape and weight is the same in both figures...
