The seller may say 'ships only to the US' but eBay has a global shipping program to where the seller would ship the item to ebay's warehouse and eBay then would ship the item internationally to wherever you are. Try bidding.

I know, but he has expressly refused to ship outside U.S. when I ask for it.
As far as I know, even if I can bid and win, he could also refusing to sell me the item anyway and give it to the second bidder. Yeah the negative feedback, but...
The Ebay warehouse system works also for U.S-U.S. shipment?

No,I've had buyers in Malaysia,and in the Middle East buy from me. It makes me somewhat nervous,but at the end I always send the item to eBay and they ship it to them. The shipping cost for the buyer can be pretty high. But they must know how much it will be before bidding. Check and see if the global shipping program is listed on the auction.
