It's from a spiderman playset by Blue Bird note the Scorpion figure was not in the actual set so do not know why its there.

It looks like, at a quick glance, a lot of the Tarzan figures have bases. This guy doesn't have a base, but I haven't seen it in person to see if one may have broken off either.
I'm still going to look with that hint for now!
