They look like Fisher Price but I am honestly just taking a stab at that. Possible Little People?

Looks like if Fisher Price/ Little people tried to knock off Classic Star Trek... That's what you would get.

The toyline is Li'l Playmates, which started in 1978 and went into the early to mid 80s.  I don't know which set in particular though, I don't recognize the shirt patterns.

look up the lil playmates "space explorers"set. it is very close but the pics i saw had the shirt colors/black areas reversed. The goatee guy is there though. Also check out the stubby little enterprise they came with!
