What are those partly painted shadows in the first picture? Did moose make them or did someone paint them?

Those aren't painted, they're molded in translucent blue plastic instead of the translucent grey that normal Shadow figures are made from. When Fistful of Power was brand-new, Moose made all of the Series 1 common figures in two promotional variants you couldn't get in the packs at all - blue Shadow figures and alternate-color Hyper figures. You can see some more of these promotional figures and how they were packaged here.

Are you sure? Im familiar with blue shadows and repaints but this appear to be blackish with blue weapons.

Edit: You can get atleast repaints from normal backs i have a repaint chain which i got from a series 1 five back.

The lighting in his image is making the denser parts of the figures look much darker than they ought to otherwise. If they were customized figures, Jon would know the difference.

 

Your anecdote is the only time I've ever heard of one of the promo figures being in retail product.
