Can anyone ID this action figure and cage (what set it belongs to)?

 

It's unmarked everywhere, except for the sticker on the front of the cage, which reads:

Looks like it might belong to one of those Walmart-esque toy "sets" that typically include a few figures, a shark or dinosaur, and other little parts/pieces.

The parts appear to be from Animal Planet/Chap Mei sets.

Except for the color differences/markings, the Gear (if removable) is a match from the Animal Planet Deep Sea Adventure Abyss Danger set.

(So then from a different Animal Planet/Chap Mei set?)

The Cage is from the Chap Mei Rescue Squad Coast Patrol set (the 'sticker plate' would depict a sticker with the picture of a Shark above the word 'Shark').
