It's actually starting to freak me out that I've forgotten about so many toys I had! I didn't even recall this line existing until I saw the photos on the link above and I now I remember having and playing with the tank/base and the helicopter which is obviously where these minifigs came from. I'm sure the vehicles were sold in a yard sale long ago.
Thanks Acidonia!
Interesting too, that the same figures seem to be paired with this monster figure that the auctioneer is referring to as a 'zoid'
Wondering if this is this just a coincidence with a wonky eBay description or were these lines somehow related?

The figure itself looks like it's ripped from an Extreme Dinosaur with a new head, presented as a mock Godzilla for the Xpanders soldiers to fend off. That's more than enough properties to rip off or emulate for one figure, no need to throw in Zoids too!

No, that's some bootleg crap that the seller is grasping at more well-known properties to get his auction noticed.

Haha yeah that's what I had suspected; I guess it's just coincidental I guess that I thought the soldiers were from Zoids and here they are being sold in an auction trying to get that demographic.
These are the guys from Zoids I was thinking of:
