Couldn't find anything on Muttley. Only a stuffed version of him in a referee outfit. But it looks to me it's a typical Hanna Barbara PVC figure that were around the mid to late 90's.

Footballer has "bully" on the bottom of the foot and "1982" under the ball. Has a hole in the top of his head, so was likely a keychain.
Muttley only has "H.B.Inc" on his back. Not sure what set this is from or who made it or what year.
Both PVCs.

Thank you. This forum is great. Found that Muttley mixed in with a bunch of anime stuff at Nakano Broadway in Japan. Feel like there is a World Cup Hanna Barbera PVC set out there somewhere.
