Definitely amusement park/kiddie ride related as that huge block between the tires seem to render it immobile for some sort of mount.

Death Race 2000 was one of the first things I thought too, but the car in that film's a lot more... "Toothy", ha!
Green Hornet entered my mind as well, even tried to see if the Spirit ever had a car, it's maddening! Kiddie ride's a good angle, maybe an interpretation of 1960s Batmobile but painted green to stop lawyers getting shouty?
