"Rare" Color Figures - Where do they come from?

I've started down a new road of investigation, but I need some help.

We have dozens of threads about theories, trees, and rare figures. Canadian figures seem to be a constant, especially with the "rare" color figures. It has been my experience that the UK has some figures that appear more often, than in US auctions. I wouldn't call them rare, but they might fall into Soupie's uncommon category. We know that figures were made by Bandai in Japan, but also China.

What if China is really mid-80's Hong Kong of British rule? What if Hong Kong figures are the less plentiful figures?

Here are my current thoughts:
Hong Kong was a territory of the UK until 1997. After over 10 years it wouldn't be unthinkable for people to simply refer to Hong Kong as China. What if Bandai's factories were also in Hong Kong? The Japanese figures came to the US, and the Hong Kong figures went to the UK and Canada.

My thought is that certain trade agreements made shipments quicker between the US and Japan, just like the UK's rule of Hong Kong made shipments quicker to the UK and Canada. Less paperwork would increase efficiency, reducing cost.

So how do I find old trade agreements? I feel like someone will have some insight into searching government documents. I feel like finding a trade agreement would validate this theory.

WOW!

I think you have stumbled onto something here,I would really love to see someone help you with this but my gut feeling tells me you already hit the nail on the head.

This would make the more logical explanation for the rare colored figures.

Do people not buy into this idea or not know how to search government documents?

I'll buy in for whatever price you're asking... other than possible treason.

I don't have the foggiest idea of how to search old trade agreements, though they SHOULD be avaible via the Freedom of Information Act.

there's a website that allows you to get documents like this through the freedom of information act. i can't remember the link though, sorry. i think it costs money too. also, your local library may be able to help you out with this. they've got channels for accessing documents like this. the library at a nearby university would prolly be the best though.
